I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letter 33780/1909 of the 1st
instant asking that the Earl of Crewe might be fur-
nished, for the use of the Government of Hongkong,
with a list of the countries which prohibit or res-
trict the import of opium, morphine or compounds of
opium, and with copies of the regulations issued by
the Governments concerned.
Before taking any action in the matter, Sir E.
Grey desires me to draw your attention to the fact
that information regarding the arrangements in force
in these respects in the countries chiefly concerned
is contained in volume 2 of the published report of
the International Opium Commission, and to suggest

that Sir F. Lugard should be asked whether he requires
further information respecting the countries treated
